A Zimbabwean manufacturer prepares its first shipment to Zambia. The goods may qualify for preferential customs duty, but the buyer still wants a delivery date the exporter can keep. The trade agreement helps determine which tariff treatment the importer can claim. Border procedures and shipment readiness determine how smoothly the goods move.
Check whether the goods qualify
Under the SADC trade framework, preferential treatment depends on the applicable tariff schedule and rules of origin. A product assembled in Zimbabwe may still need to meet a product-specific rule if it uses imported inputs. Confirm its tariff classification and origin rule, retain the production evidence, and arrange the required proof of origin before dispatch. Check import permits, inspections and any applicable taxes separately. SADC rules of origin guide
What the Chirundu evidence shows
A JICA project evaluation found that clearance times on the Zambian side of Chirundu fell between its baseline and endline surveys. It linked the improvement to coordinated border management, closer integration of digital systems and pre-clearance. A separate survey by Zimbabwe’s Ministry of Industry and Commerce and National Competitiveness Commission found that customs processing and vehicle queues still accounted for most of the crossing time it measured at Chirundu. The studies measure different aspects of the crossing. Together they show how improvements in processing can coexist with delays that exporters still need to plan for. Plan the shipment around both checks
The manufacturer gives its clearing agent the product classification, origin evidence, invoice and packing list before loading. The agent checks which documents the importer needs and whether the declaration can be lodged in advance. Sales confirms the delivery window after allowing for clearance and possible inspection. For later shipments, the team records time spent waiting for documents, customs clearance and vehicle movement so it can improve the parts it controls.
