M&J Africa April 16, 2025

Setting up a pharmacy company in Zimbabwe is an exciting venture, but it comes with specific legal, regulatory, and procedural requirements. This article provides a detailed guide to help you navigate the process, ensuring compliance and success in establishing your pharmacy business.

Step 1: Register Your Pharmacy as a Private Limited Company

The first step in setting up a pharmacy in Zimbabwe is registering your business as a Private Limited Company (PLC). This entity type is ideal for pharmacies due to its structured governance and liability protections. Here’s how to proceed:

  1. Name Reservation: Submit potential names for your company to the Registrar of Companies for approval.
  2. Document Preparation: Prepare your company’s memorandum and articles of association.
  3. Registration: File the necessary forms with the Registrar of Companies and pay the registration fee. Upon approval, you will receive a Certificate of Incorporation.

Step 2: Secure a Shop License

Once your company is registered, you must apply for a shop license from the local authorities. This license permits you to operate your pharmacy at a specific location. Ensure your premises meet local zoning and safety regulations before applying.

Step 3: Register with the Health Professions Authority (HPA)

The Health Professions Authority oversees healthcare facilities in Zimbabwe. To register your pharmacy:

  1. Download the application form from the HPA website.
  2. Submit the completed form along with the required registration fee.
  3. Arrange an inspection of your premises by HPA officials.
  4. Upon approval, you will receive an HPA registration certificate, valid for one calendar year.

Note: Displaying this certificate prominently within your pharmacy is mandatory under Section 106(i) of the Act.

Step 4: Obtain Licensing from the Medicines Control Authority of Zimbabwe (MCAZ)

The Medicines Control Authority of Zimbabwe (MCAZ) regulates pharmaceuticals to ensure safety and quality. To register with MCAZ:

  1. Complete the MC-8 form available on their website.
  2. Provide dossiers according to MCAZ guidelines.
  3. Submit proof of your HPA registration.
  4. MCAZ will conduct inspections and issue a license upon approval.

Step 5: Register with the Pharmacists Council of Zimbabwe (PCZ)

The Pharmacists Council ensures that pharmacists meet professional standards. To obtain a practicing certificate:

  1. Submit proof of professional qualifications.
  2. If you obtained your qualifications abroad, pass the forensic pharmacy examination administered by MCAZ.
  3. Pay the required fees and provide all necessary documentation.

Upon approval, you will receive both a practicing certificate and a license to operate as a pharmacist.

Additional Considerations

Premises Compliance

Your pharmacy premises must comply with local regulations regarding storage, cleanliness, and accessibility. MCAZ conducts inspections to verify compliance before issuing licenses.

Staffing Requirements

Ensure that qualified pharmacists are employed at your pharmacy to meet regulatory standards.

Importing Medicines

If you plan to import medicines, ensure compliance with MCAZ guidelines on drug registration and safety standards.

Consumer Protection

Adhere to consumer protection laws enforced by the Consumer Council of Zimbabwe to maintain trust and credibility with customers.

Challenges in Setting Up a Pharmacy

While establishing a pharmacy in Zimbabwe offers significant opportunities, there are challenges:

  1. Regulatory Complexity: Navigating multiple licensing bodies can be time-consuming.
  2. Economic Instability: Currency fluctuations may impact profitability.
  3. Competition: The pharmaceutical sector is competitive, requiring strong marketing strategies.

Opportunities in Zimbabwe’s Pharmaceutical Sector

Despite challenges, there are promising opportunities:

  1. Growing Demand: Increased healthcare awareness drives demand for pharmaceuticals.
  2. Innovation Potential: Introducing modern technologies like telepharmacy can set you apart.
  3. Regional Trade: Leverage trade agreements like AfCFTA to expand your market reach.

The Way Forward

To ensure success in setting up your pharmacy company:

  1. Work with professional consultants who understand local regulations.
  2. Invest in staff training to maintain high service standards.
  3. Build strong relationships with suppliers for reliable stock availability.

Conclusion

Setting up a pharmacy company in Zimbabwe requires careful planning and adherence to regulatory requirements. By following these steps, you can establish a compliant and successful business that meets the healthcare needs of the community.
